2023 Taichung City Asbestos Building Material Waste Removal and Treatment Plan

According to the principle of the Removal and Disposal of Asbestos Building Material Waste Subsidy Plan of the Resource Circulation Administration, Ministry of Environment, the purpose of the plan is to encourage the public to phase out the use of corrugated asbestos tiles or wave-shaped asbestos panels, and to help households save the cost of removing and disposing of asbestos wastes. For this reason, this year the plan focuses on confirming the actual situation and scope of buildings containing asbestos building materials in the city, and assisting people seeking to remove and dispose of asbestos building materials in the city by reviewing and confirming the appropriateness and completeness of their application data. The main target of this project is Dali District, which has the most number of asbestos-containing buildings in the city, followed by Shalu District. This year, a total of 1,027 buildings with asbestos-containing construction materials were surveyed and managed, of which 422 had been refurbished, and 605 still had asbestos on-site. In addition, to further publicise this project, on 20 September 2023, 12,553 notifications regarding buildings suspected of containing asbestos building materials in the system were successfully delivered, with the aim of increasing the public's willingness to apply for removal and disposal. This plan has completed the review of 69 applications from the public, and this year the total number of removal cases that can be completed is 21, with a removal volume of 25.19 tonnes. For the purpose of improving the results of performance evaluation of the project, assistance has been provided to the “Industrial Waste Reporting and Management Information System” for downloading and consolidating the information on reported waste of asbestos building materials for the year, and a total of 35 entries have been filled out and submitted to the Resource Circulation Administration in the form of “Management Inventory of Asbestos Tile Buildings - Removal Record Entries or New Investigations”. This project regularly compiles and updates the relevant forms required by the Resource Circulation Administration and conducts registration operations in the Outdoor Asbestos-containing Building Material Space Distribution Management System. The project is carried out according to the schedule, and provides the Environmental Protection Bureau (EPB) with relevant management strategy plans and suggestions in a timely manner, which will serve as a reference for the EPB to implement the policy on waste management of asbestos construction materials in the future.
